요약

국가를 운영하는 과정은 정치 체제에 따라 다를 수 있지만 민주국가에서는 헌법과 법률에 따라 국가 권력을 행정, 입법, 사법으로 분리한다. 이러한 원칙을 유지하면서 행정부가 국가 운영의 목표를 달성하기 위해 수행하는 여러 가지 프로그램에 대한 감독 기능을 수행하는 기구를 운영한다. 미국 연방정부의 감찰관 제도는 행정부와 의 회의 견제와 균형이라는 구도에서 조화를 이루며 운영・발전하고 있다. 이에 따라 본 연구에서는 이러한 제도의 탄생 배경과 운영현황을 고찰하면서 국내에 원용할 수 있는 시사점을 발굴하고자 하였다. 이에 대한 국내의 관심 과 연구가 필요하다.

Abstract

The process of governing a country can vary depending on the political system, but in a democratic nation, the powers of the state are typically divided into the executive, legislative, and judicial branches according to the constitution and laws. While maintaining these principles, a governing body is established to oversee the various programs carried out by the executive branch to achieve the goals of national governance. The system of inspectors general in the United States federal government operates in harmony with the principle of checks and balances between the executive branch and the legislature. Therefore, in this study, we sought to examine the background and current status of this system, and to discover implications that could be applied domestically. Hence, there is a need for domestic interest and research on this matter
